The regulation prohibits the use of paints or other similar surface-coating materials that contain lead or lead compounds and in which the Total Lead content is in excess of 0.06% (600 ppm) of the weight of the total nonvolatile content of the paint (or dried paint). This is in compliance to the provision of 16 CFR 1303 under the CPSC.

The regulation also prohibits the use of surface-coating materials in toys with compounds of antimony, arsenic, barium, cadmium, chromium, lead, mercury or selenium in which SOLUBLE components is in excess of the given levels by weight of the solid material.
